Afghanistan Cooperatives
Since 1963, Afghanistan developed some 2,500 cooperatives by the 1980s with support from the FAO and ILO, but they were destroyed by both the communists and Taliban when they came to power. The enclosed study is a mission report and finding from an investigation of emerging cooperatives in the Parwan province. It is indicates that there are about 170 active and newly established cooperatives in Afghanistan. The Chemonics assessment team met with 10 agricultural coops, and reviewed their management structures in determining that they were democratic and member-owned. Their conclusions are that the ministry is well set up to support cooperatives; the coops have good accounting systems; they are improving farm income; and coops may be a good vehicle in promoting licit production and reducing poppy cultivation.

The most common form of agricultural co-operative in Australia is the marketing co-operative . A marketing co-operative is an enterprise owned by primary producers to assist them produce and process products to market specification, thereby maximising the value of their products as it moves down the supply chain to the consumer. Marketing co-operatives cover functions beyond the farm gate such as transport, grading, packing, storage, promotion, wholesaling, processing, distribution and exporting
.

Cooperative Models and Farm Policy Reform
On March 22nd, 2001, Mr. Onno-Frank van Bekkum has defended his PhD thesis entitled "Cooperative Models and Farm Policy Reform: Exploring Patterns in Structure-Strategy Matches of Dairy Cooperatives in Regulated vs. Liberalized Markets". The thesis has subsequently been published as a book (245 pages) by Van Gorcum academic publishers.

Finance and Microfinance

Evaluation of IFAD Armenia Project
In the draft Independent External Evaluation of IFAD (November 2004), the evaluators found that "IFAD was underperforming" with two thirds of projects rated as satisfactory and half suffering major implementation problems. A notable example of good performance is the Agriculture Cooperative Bank of Amenia (ACBA). "After initial start-up problems, ACBA is now the third largest (and only cooperative) bank in the country, plus the main lender in rural areas - where previously the banking sector had focused on low risk, high return borrowers from the main city. A more detailed analysis of ACBA is on pages 14 to 19 of the final evaluation report.

Comparative Analysis of Member-Based MFIs in West and East Africa

Compares user-owned or ''common-bond'' MFIs in West and East Africa with special emphasis on the savings services they provide. The Caisses Mutuel and the Caisses Villegoises of West Africa are recognised internationally as successful MFIs operating in some of the most difficult environments. In addition, many of these West African MFIs have been delivering savings services to their clients as an integral part of their systems. At the same time, the vast majority of financial services for the poor in East Africa are provided by Savings and Credit Co-operatives (SACCOs) or Credit Unions, but the work, capabilities, strengths and weaknesses of these remains largely unexplored and poorly documented.

Takaful and Poverty Alleviation

This study analyzes the possible role of Islamic Insurance (Takaful) to assist poverty alleviation in Muslim communities. The paper looks at the challenges facing the provision of insurance to the poor and demonstrates how the cooperative/mutual Takaful structure is the most appropriate delivery mechanism. In addition the study also provides some possible solutions to increasing the accessibility to protection for the poor and the role of donors, established Takafuls, and organisations such as ICMIF to facilitate this.

Energy and Rural Electrification

Sustainable Rural Electrification in Developing Countries: Is it Possible?In March 2003, the National Rural Electric Cooperative Association (NRECA) organized a two day international conference on rural electrification in developing countries. A synopsis of the conference and presentations on the role of cooperative in rural electrification is enclosed. The papers include a summary of NRECA and the U.S. coop model as well as similar cooperative systems in Bangladesh and The Philippines.

Electric Cooperatives in Bangladesh
The socio-economic impact of rural electric cooperatives in Bangladesh was recently completed by NRECA International, Ltd. Over 70 co-ops were envisioned to cover the entire country. So far, 67 have been established and 57 of these are operational. After two decades, around 20 million people in rural areas now have access to electricity through the 3 million meters that have been installed under the Program. The case study also displays the need for less governmental control and a more “democratic” and “participatory” role of the people. “Decision making” and participation by the population in cooperatives is crucial, to avoid governmental corruption or influence in the success of electrification in Bangladesh. Electrification is now proceeding at the rate of 390,000 new connections annually - averaging more than 1,000 per day. The socio-economic impacts include:

· Enhanced productivity and output
· Increased employment opportunities
· Enhanced food production with irrigation
· Increased household incomes
· Expanded rural investment and industrialization
· Improved living standards and quality of life
· Increased literacy rate
· Enhanced awareness of women & children rights
· Improved information access through media

This report draws on the experience of experts in government, industry, and nongovernmental organizations (NGOs) to find ways of combatting the problems of the supply and demand for energy in rural areas of the developing world. The report advocates the use of renewable technologies (solar power) and improvements in the use of traditional fuels (wood and coal), rather than reliance on electricity. It stresses the importance of community participation.

Joint IFAD and OCDC Workshop
In late October, the International Fund for Agricultural Development (IFAD) and the Overseas Cooperative Development Council (OCDC) put on a workshop about Working through Cooperatives and Credit Unions to Reduce Rural Poverty. This day and half workshop demonstrated how partnerships between IFAD, cooperatives and credit unions can effectively contribute to rural poverty alleviation.

"Guide de gestion des mutuelles de santé en Afrique"
by the International Labor Organization (ILO). The guide is structured around seven sections. The first one introduces the principles of Mutual Health Organisations (MHOs) and basic concepts relating to health insurance. The administrative organisation of the MHO as well as different administrative management tools, such as the role table, the statutes, and the internal regulations, etc. are presented in the second section. The third one provides practical and illustrated information on the mechanisms, the documents and the specific procedures to the central activities of health insurance (management of memberships, of payments, of provisions). Accountancy is tackled in the fourth section. The fifth section is centered on the management of future activities (anticipated management). With a view to reinforcing the financial situation of the MHO, the sixth section deals with risks related to insurance activities, which influence the sustainability of the MHO.
